Watch the 13-episode TV series first. It holds the whole story, and nothing released since continues it. Afterwards, the Specials entry holds two full-length OVAs, Stairway to Heaven and Hell's Kitchen, and Another Epilogue is a two-minute alternate take on the final scene. All three are optional.

Angel Beats! has one TV season of 13 episodes, and that is where you start. It runs from Otonashi waking up in the afterlife to the graduation in episode 13, and there is no second season.
The two OVAs in the Specials entry are both set early in the series: Hell's Kitchen between episodes 2 and 3, and Stairway to Heaven between episodes 4 and 5. They still go after the TV series here. Both are comedy episodes that do not move the plot, and stopping the series after episode 2 to watch an episode made five years later breaks the pace of the opening. They work better as a return trip once you know the cast.
Another Epilogue goes last because it only makes sense against the ending of episode 13. It replaces the final scene with a different outcome for Otonashi, so watching it any earlier gives away how the series ends.

Angel Beats! is an original anime written by Jun Maeda, so there is no source to continue from after episode 13. Two prequels cover how the Afterlife Battlefront was formed: the novel Angel Beats! Track Zero and the manga Angel Beats! Heaven's Door (11 volumes, finished), which adapts and extends it. Only volume 1 of Heaven's Door was published in English. The visual novel Angel Beats! 1st Beat (2015) retells the anime up to episode 9 with new character routes, but its later volumes were cancelled and it has no official English release.
