Charlotte is a single 13-episode TV series, and that is the only place to start. It follows Yuu Otosaka from the day Nao Tomori catches him misusing his ability through to the final episode, and there is no second season.
Strong People is set between episodes 4 and 5, during the stretch where the student council tracks down new ability users one at a time. It is placed after the series here rather than inside it. It was made as a bonus for the Japanese home video release, it does not change anything that happens later, and the series gathers momentum from episode 5 onward, so pausing there for a side case slows the build.
