Why This Order
Durarara!! is one continuous story told in two series. The 2010 series runs 24 episodes and adapts the first three light novels. Durarara!!x2 picks the story up and carries it to the end of the novels in three 12-episode cours, Shou, Ten and Ketsu, which have to be watched in that order because each one continues directly from the last.
The side episodes carry half numbers: 12.5 and 25 for the 2010 series, and 4.5, 13.5 and 19.5 for Durarara!!x2. They were released on disc or screened in theaters instead of being part of the TV broadcast, and the main story does not depend on them, so they sit under Optional Extras. If you want them, the number tells you where each one goes.
